Why does the world default to ISO 8859-1? Just once I would like to see a Windows user use a "smart" quote without knowing I'm going to be banging my head against the wall for hours...

I'm confused - would you prefer it to default to one of the Windows-specific character sets? Or something else?
I have my stuff all set to ISO-8859-15, but that's not been the default on anything I've checked so far.

Just once, I'd like to see a program that's not specifically for DTP decline to use them.
Still, it's better than those *ix text programs that insist on doing ``this'' for double quotes.

Why? They look nicer and are easier to read. Now that the world is transitioning to unicode it's not like they're a Microsoft-ish.
