I'm currently on Freedom2Surf and have been for the past.... 2 1/2 hours. I'd prefer ZenADSL, and had very little problems with them for the year that i was with them. they offered static IP's, Blocks of IP's, wires only, and I generally found them to be really good. I went with F2S due to shorter minimum contract a few quid saved.
... and I have used them since ADSL reached the UK...

Heck - I've even got 4 IP's - and for free, on a residential account. (and I have had a static ip since day one too).
All I had to do was ask and say "I'm studying for an MCSE please can I have more than one IP so I can host my server".
And that was all that was needed - its just worked for my mate too...
If you want - I can send you a referal form (which earns me 50p a month off for 6 months... )((oh, and they are pretty fly with their *nix support too from what I gather off geekier friends)).
There ya go my two pence...
Other things to plug - if you like p2p - I've never had a telling off for bandwidth usage, not that they have bandwidth limits AFAIK anyway :-)
when i first got access to ADSL it was with Andrews and Arnold, and they were shit hot at the time.... Their price point has definitely let them down in recent times....
Do you have experience of Bulldog? Their packages look promising, but they seem to get quite a bit of criticism on ISPReview - on the other hand I'm not sure how much I trust comments on that site...
Have used Nildram for last 3 or so years on and off and in 3 different places. The word I have heard is Nildram, Zen and PlusNet as a rule for decent ISPs who don't shit on you. Zen do a good ip block deal iirc.
Nildram are very good at keeping in touch about any scheduled downtime (very little) and do let you know if BT is fucking around with exchanges or whatever. Also you can get them to unblock port25 if you prove that you can keep your mailserver secure and not be a route for spammers to bounce mail off.
www.adslguide.co.uk lists current prices and tarrifs and some reviews, but of course some isps are beter known so have more reviews but not necessarily better. Avoid BTOpenWoe, AOHell and Demon for ADSL.
